If you have a dual channel memory controller, then 2x16. If you have a quad channel memory controller, then 4x8. My X299 build from 2017 is setup like that because it gives better memory bandwidth than 2x16, but if you don't have quad channel then there's no point to having more sticks each with a smaller capacity. Depending on your findings either you buy another stick of 32 GB or it would be better to replace 1x32 GB with 2x16 GB, so you get Dual-Channel, which enhances your performance (depending on the usage even by some margin). An RTX 3050 will suffice. I'm not someone who will think of anything below a 4080 of not being worthy for anything.
Not sure 4x8 SR is going to be better than 2x16 DR on any platform. Zen 3 has higher gains from rank interleaving than you would usually expect, but you get the same degree of rank interleaving from using dual-rank sticks that you get from using twice as many single-ranks, but with additional stubs on the transmission lines. On 2x8+2x16, it means windows will work as if it only has 32 gigs, unless it encounter special circumstances needing more than 32 than can't be paged/swapped. To the point that windows use a lot of memory compression instead of the 16 gigs empty space.
2x16 + 2x8 is better at the same speed. But 2x16 will be able to run at a much higher speed. With 4 sticks it will default to something super low like 3000/4000 MT/s (don't remember the exact number). Unless you need more than 32gb use just 2 sticks.
